^[(Administrators)(LOCAL SERVICE)(NETWORK SERVICE),\s]+$
or
^(Administrators|LOCAL SERVICE|NETWORK SERVICE|[,\s])+$

both versions basically say that the whole string must contain only the specified user names as well as commas and whitespace.
